Luis Oscar Souffront serves as General Counsel of Oreasoc Group Inc., with responsibility for the strategic direction of the Group’s legal function at the international level, ensuring that its corporate and financial structure, as well as its institutional and transactional relationships, operate in full compliance with applicable regulatory standards and in alignment with principles of environmental sustainability and institutional responsibility.

Prior to joining Oreasoc, he served as Associate General Counsel at Duke Energy and its international subsidiaries, where he was involved in the structuring of non-recourse and recourse financings, international debt issuance programs, acquisitions and divestitures of energy assets, as well as the development, financing, and privatization of energy and infrastructure projects across Latin America, the Caribbean, Asia, Africa, and the United States, within highly complex regulatory and contractual environments.

His experience in large-scale international transactions strengthens Oreasoc’s institutional framework and reaffirms the organization’s commitment to operating in strict adherence to the laws and regulatory regimes of the jurisdictions in which it conducts its activities, consistently integrating principles of environmental responsibility into its corporate governance and strategic initiatives.

He is a graduate of George Washington University and holds a Juris Doctor degree from the University of Puerto Rico School of Law. His academic foundation, combined with extensive experience in complex cross-border transactions, underpins a legal practice distinguished by technical rigor and sound strategic judgment.
